Description
The City of Charlotte is seeking one or more qualified companies to provide as-needed, task-order traffic data collection and processing services. Work includes field visits, real-time traffic observations, deployment of data-collection equipment, video processing, traffic counts and studies, preparation of reports and supporting data, and uploading results into the City's traffic and crash software database. Requested services may cover intersection turning movements, roadway volume/speed/classification counts, pedestrian and bicycle data, vehicle occupancy, curbside dwell time and occupancy, travel time, delay, gap, saturation flow, compliance, safety, and other traffic studies. The contractor must supply its own equipment, operate a website for City video uploads and cost estimates, process approximately 300–400 videos annually, meet stated accuracy standards, and deliver task-order results within the specified deadlines. The proposed solution must include the company's technical approach, relevant public-sector experience, key personnel, organizational structure, file formats, examples of prior studies, references, pricing, and required certifications and acknowledgments. The sample contract provides for a five-year initial term with up to two one-year renewals; insurance evidence is required before contract execution and work commencement, not with the proposal.
