Description
The City seeks a qualified firm to develop a comprehensive policy for its reclaimed water program, focused on industrial and commercial customers. The work includes assessing existing practices and customer agreements; researching peer utility programs and applicable regulations; engaging utility staff, regulators, and other stakeholders; and developing recommendations for customer eligibility, service and connection requirements, system expansion, operations and maintenance responsibilities, water quality, monitoring, permitting, compliance, and cost allocation. Deliverables include a Council-ready policy and supporting implementation materials. The project is anticipated to include research and benchmarking, policy development and stakeholder engagement, and final policy and Council support.
