Description
The City of Visalia is soliciting formal bids for an as-needed annual contract to secure abandoned, vacant, and unsecured properties for its Neighborhood Preservation Division, also known as Code Enforcement. The contractor must provide board-up services for windows and doors, including labor, materials, tools, equipment, secure fastening, painting, screened ventilation holes, and before-and-after digital photographs. The contractor must respond onsite within 60 minutes of notification and maintain 24-hour on-call availability. The scope also includes chlorine treatment and drainage of contaminated or unmaintained pools, spas, and other bodies of water; obtaining required pool-draining permits; and securing perimeter fencing around unsecured pools. The work is subject to prevailing-wage, certified-payroll, contractor-licensing, insurance, and other labor-compliance requirements. No subcontracting is permitted. The initial term is 12 months, with four consecutive one-year extension options.
