Description
The Mission and Installation Contracting Command–Fort Riley is soliciting a firm-fixed-price, brand-name-only Lenel OnGuard door access control system upgrade for Irwin Army Community Hospital. The scope includes replacing 380 electronic lock systems; migrating the existing server and data to a new server, preferably a virtual machine; commissioning the system; integrating it with existing hospital systems, including the fire alarm and HUGS infant protection systems; and disposing of obsolete equipment. The solicitation is a total small-business set-aside under NAICS 561621. Proposals must address the technical and management approach, key personnel resumes, a draft contractor work plan, pricing and administrative information, and recent and relevant past performance, including compliance with FAR 52.219-8. Amendment 0002 reprograms FY26 funding, extends the response deadline to October 15, 2026, updates the period of performance to October 28, 2026, through October 27, 2027, and states that an additional amendment will provide answers to timely submitted industry questions. The Government intends to make a single award using a lowest-priced technically acceptable evaluation.
