Description
Burlington Electric Department is requesting proposals for engineering design services for the Queen City Substation SCADA upgrade. The work includes replacing the end-of-life Telvent SAGE 3030 SCADA remote terminal unit, transitioning non-Ethernet Schweitzer relays to comparable Ethernet-connected digital relays using DNP3 communications, and replacing control switches with relay front-panel pushbuttons where feasible. The selected contractor must conduct site visits as needed, select digital relay devices, develop relay settings, provide vendor model and configuration information, prepare complete electrical and mechanical schematic drawings stamped by a professional engineer licensed in Vermont, and provide updated communications and protection documentation. Burlington Electric Department will install, test, and commission the equipment; the contractor must review the design and settings with department staff and provide remote support during testing and commissioning. Hardware procurement and installation are expressly excluded. Proposals must include a company summary, technical approach and project plan, fixed not-to-exceed pricing, professional experience and references, subcontractor information, and any additional relevant information.
