Description
The City of Burlington's Department of Public Works, Water Resources Division, is soliciting proposals for up to three activated-carbon change-outs in the dewatering scrubber unit at the Main Wastewater Treatment Plant. The contractor must remove spent carbon using a vacuum system, dispose of it, inspect the scrubber, report observed deficiencies, provide 337 cubic feet of regenerated activated carbon, and refill and level the unit. The contractor must furnish all equipment and supplies and is responsible for site safety and compliance with applicable safety requirements. The anticipated service intervals are between September and November 2026, March and April 2028, and August and September 2029, although the schedule and number of change-outs may change because of wastewater-treatment-plant upgrades or other factors. Proposals are evaluated primarily on price, with qualifications accounting for 25 points. The response must include the requested proposal documents, bid form and subcontractor list, insurance evidence, business registration and licensing evidence, and comments on the City's contract template.
