Description
The City of Burlington, acting through Patrick Leahy Burlington International Airport, is soliciting proposals from qualified respondents to establish, operate, and maintain up to five non-exclusive on-airport vehicle rental concessions. Each selected operator must provide a high-quality rental service, including customer service facilities, rental and return operations, late-model vehicles, staffing, reservations, payment acceptance, pricing, and ongoing maintenance. Proposals may include traditional rental brands, car-sharing operations, or other non-traditional operations. Operators must address electric and hybrid vehicle availability, customer conveniences, environmental stewardship, and operational procedures. The minimum annual guarantee for the first contract year is $300,000, or 10% of gross revenues, whichever is greater. Respondents must submit financial information, operational and pricing plans, personnel qualifications, litigation and default disclosures, a notarized non-collusion affidavit, Schedule I, a $40,000 proposal guarantee, and certifications concerning livable wage, outsourcing, and union deterrence requirements. Selected operators must provide a performance bond or irrevocable letter of credit equal to 50% of the proposed annual compensation and obtain required insurance before beginning work. The contract period is stated as July 1, 2026, through June 30, 2031, with contract execution beginning December 1, 2026 and retroactive effect to July 1, 2026.
