Description
The City of St. Louis Department of Human Services (DHS) is issuing this Request for Proposals (RFP) for the FY2026 HUD Continuum of Care (CoC) Program competition. This RFP seeks applications for renewal and new projects that provide housing and supportive services to homeless individuals and families. Eligible project types include Transitional Housing (TH), Permanent Supportive Housing (PSH), Rapid Rehousing (RRH), Supportive Services Only (SSO) - Street Outreach and Stand Alone, and HMIS. New projects may be funded through CoC Bonus, DV Bonus, or reallocation. Applicants must be nonprofit organizations with 501(c)(3) status, states, local governments, or public housing authorities. The City will review and select proposals, then forward them to the CoC Collaborative Applicant for submission to HUD.
