Description
The State of Missouri, through the Department of Social Services, is soliciting proposals for vending machine services in the Greater St. Louis and Southwest Regions. This RFP covers the provision, installation, stocking, maintenance, servicing, repair, and replacement of vending machines in government office buildings and roadside rest areas. The contract period is effective from the date of award through February 18, 2027, with four one-year renewal options. Vendors must be registered in MissouriBUYS and meet minimum experience qualifications, including five years of verifiable experience in vending machine services. The contract prioritizes legally blind individuals for vending facility operations, in accordance with the Randolph-Sheppard Act. Specific machine requirements include the submission of types of machines for approval, installation within 30 days of authorization, and the use of transaction counters that cannot be reset. Products must be nationally advertised name brands of first quality, and at least one multi-snack machine per location must meet NAMA Fit Pick standards. Vendors are responsible for 24-hour service, stocking to ensure machines never become empty or contain expired products, and providing trained service personnel available within 24 hours for repairs. A uniform system for refunding money to customers is required, along with daily disposal of internal waste and maintenance of machines to meet health and sanitation standards. Commission payments are based on a percentage of total net sales, with historical commission data provided in Attachment 3.
