Description
Solano County is seeking proposals for an interim housing program that will offer both short-term, drop-in shelter beds and longer-term interim housing placements of approximately 90 to 120 days. The program is intended to serve adults and older adults (ages 18 and over) with Serious Mental Illness who are experiencing homelessness, are at risk of homelessness, or are transitioning from institutional settings. Proposers may also elect to serve additional populations, such as parents with minor children or adult couples, as a program enhancement. The program model should emphasize cost efficiency and support the delivery of wrap-around or day services. The County is open to various facility configurations, provided they promote safety, stability, and effective service delivery. The County may fund one or multiple proposals to achieve a total capacity of up to 50 beds. Services must be delivered in a Housing First, recovery-oriented, culturally responsive, and trauma-informed manner, functioning as a critical engagement and stabilization setting. Key services include low-barrier access and engagement, rapid intake and eligibility screening, individualized service planning, specialty mental health services, CalAIM coordination, participation in the Coordinated Entry System, and behavioral health collaboration. The selected provider will be responsible for data collection, HMIS entry, and reporting, as well as complying with all applicable health, safety, and regulatory requirements.
