Description
The City of Belleville is soliciting sealed bids for the replacement of deficient sanitary sewer laterals on both private and public property. This program is anticipated to run from August 30, 2026, through April 30, 2027. Bidders must be licensed plumbers/drainlayers in St. Clair County and comply with Illinois Prevailing Wage Act and Business Enterprise Program requirements. A Project Labor Agreement with the Southwestern Illinois Building Trades Council will be required for the successful bidder. The city reserves the right to perform some repairs with its own forces and may elect to use other licensed contractors if the selected contractor is unavailable. The maximum amount the City will pay for lateral repairs is $15,000 per property, with commercial properties split 50/50 up to the City's maximum share. The work involves excavating trenches and repairing sanitary sewer laterals, with a new option for pipe lining. Bidders must provide a $50,000 performance bond, workers' compensation insurance, and a 3-year guarantee on lateral repairs and a 1-year guarantee on surface improvement restoration.
