Description
New York State is investing in the creation and preservation of affordable and supportive housing units to address homelessness. This initiative, guided by the federal HUD Continuum of Care model, focuses on vulnerable populations, including victims of domestic violence, runaway and homeless youth, and formerly incarcerated individuals. The State aims to develop 20,000 units over 15 years, with this Request for Proposals (RFP) seeking to facilitate the development of 1,400 units annually. The New York State Office of Mental Health (OMH) is the lead procurement agency. Proposals are accepted from not-for-profit providers and can address a range of needs for populations served by various state agencies, including the Department of Health (DOH), NYS Homes and Community Renewal (HCR), Office of Addiction Services and Supports (OASAS), Office of Children and Family Services (OCFS), OMH, Office for the Prevention of Domestic Violence (OPDV), Office of Temporary and Disability Assistance (OTDA), and Office for People with Developmental Disabilities (OPWDD). All applicants must be prequalified by the due date to be considered. The submission deadline has been extended to September 9, 2026 at 2:00 PM EST. A Bidders' Conference is scheduled for June 16, 2026 at 2:30 PM. Set-aside goals include 6% Service-Disabled Veteran-Owned Business (SDVOB) and 30% Minority/Women Business Enterprise (MWBE).
