Description
The Edinburg Economic Development Corporation seeks a qualified planning or related consulting team to update and replace the existing downtown master plan. The work includes reviewing prior plans; assessing market, economic, land-use, transportation, parking, infrastructure, and public-realm conditions; refining the study-area boundaries; and identifying redevelopment, infill, and business-development opportunities. The consultant is expected to lead public and stakeholder engagement and develop a coordinated vision, urban-design and streetscape recommendations, mobility and parking strategies, and a prioritized implementation program with actions, responsible parties, timing, potential costs, and funding approaches. Deliverables include a comprehensive master plan, executive summary, engagement and analysis materials, redevelopment concepts, mobility and streetscape recommendations, an implementation plan, editable digital files and PDFs, GIS data and mapping compatible with ArcGIS Pro 3.7 or higher, and presentations. Proposals must describe the team, approach, work plan, schedule, relevant experience, references, and fee. The RFP requests at least five professional client references and examples of no more than three comparable projects. The available project budget is undetermined; the selected consultant’s insurance requirements will be confirmed during contracting.
