The City of West Des Moines is seeking a qualified audio/visual integration firm to provide a complete turnkey replacement of the City Council Chambers system. The scope includes system design, new current-production equipment, software and licensing, removal of existing equipment, cabling, installation, programming, configuration, integration, testing, commissioning, documentation, training, warranty coverage, preventive maintenance, first-meeting onsite support, and ongoing technical support. The replacement system must support three remotely controlled 4K PTZ cameras; Council, staff, podium, and overhead displays; wired and wireless microphones; ceiling speakers and digital audio processing; Microsoft Teams Room and hybrid meetings; Digital Congress electronic voting; recording and independent backup recording; OBS and YouTube livestreaming; closed-captioning integration; media feeds; assistive listening and hearing-loop connectivity; AV control-room, City Clerk, and wireless control interfaces; cybersecurity and remote-access controls; backup and recovery; and future expansion. Proposers must submit a technical proposal, completed Functional Requirements and Vendor Response Matrix, completed Cost Proposal Schedule, qualifications and comparable-project information, at least three references, project-team and subcontractor information, implementation, testing, training, warranty, support, cybersecurity, licensing, assumptions, exclusions, and exceptions information. Appendix C requires a complete turnkey price and five-year total cost of ownership, but no budget or award amount is stated.
