Description
The United States Navy is soliciting a firm-fixed-price construction contract to replace emergency pier ladders at KB Dock in Bangor and the Keyport Main Pier. The work includes removing 13 existing 20-foot ladder extensions, two upper ladder sections at KB Dock, and two rebar handholds at Keyport; installing 12 new 20-foot aluminum ladders; and installing four fixed upper ladder sections—two at KB Dock and two at Keyport. Ladders must be corrosion resistant, compatible with existing pier structures, and equipped with nonslip rungs. The contractor must field-verify dimensions, furnish and install new anchors, use an ACI-certified installer for upper sections, provide dielectric breaks where dissimilar metals are used, and comply with marine, safety, environmental, access, and security requirements. Amendment 0001 extends the offer deadline to September 21, 2026, and replaces the original statement of work with a revised version. The revised requirements clarify that swing gates are not required, galvanized steel is acceptable as an alternative, welding must be performed by qualified certified welders if used, and no drilling may occur at or below the waterline. The solicitation remains a 100% small-business set-aside under NAICS 237990. Offers must be submitted digitally by email, with the completed RFQ and applicable amendment acknowledgment, and no paper copies or company quote forms will be accepted.
