Description
The U.S. Department of the Navy is soliciting a firm-fixed-price contractor for renovation work in Building 514 at Naval Undersea Warfare Center Division, Keyport. The project includes two line items: epoxy coating in Room 131, including removal of plywood subflooring, glue and nails, concrete crack and joint repair, installation of a non-skid epoxy floor system, and installation of three new airlines with filters and regulators; and removal and replacement of epoxy flooring in Rooms 127A, 128A, and the paint booth, including coating the floor, sump, and applicable wall surfaces. The contractor must provide labor, materials, equipment, supervision, quality control, safety management, environmental compliance, waste handling, and required project documentation. Proposals are evaluated using lowest-price technically acceptable procedures and must include technical capability, Washington State business licensing, subcontractor information, SSHO certification, bid bond, letter of bondability, past-performance references, five years of safety data, and detailed pricing. The estimated magnitude is $100,000 to $250,000. The work is subject to federal construction wage requirements, site-access and security controls, environmental approvals, and extensive post-award safety and project-management submittals.
