Description
Kitsap County is seeking individual operators, joint ventures, or firms to operate and maintain its 18-hole Rolling Hills Golf Course under either an operating lease, a full-service management agreement, or both. The scope includes day-to-day golf course, driving range, clubhouse, pro shop, concessions, food and beverage, special events, marketing, customer service, staffing, equipment, financial reporting, and facility improvement responsibilities. Lease proposers would assume operating and capital costs, while management-contract proposers would operate under County-approved budgets and capital plans. Proposals must include a business and financial plan, golf course management and maintenance plans, marketing and capital improvement plans, staffing information, resumes and qualifications, financial capability information, and comparable municipal references. The operator must demonstrate substantial golf-course operating experience, at least three years of experience across specified golf-related fields, a Class-A or equivalent PGA golf professional, adequate personnel and equipment, and the ability to maintain the course, clubhouse, grounds, and related facilities. The management agreement is described as a five-year term with one possible additional five-year renewal at the County's discretion; the lease term is negotiable between five and 20 years. A $1,000,000 performance bond is required under either arrangement.
