Description
The U.S. Navy's Strategic Weapons Facility Pacific is seeking a single contractor to migrate a mission-critical Microsoft Access 2003 warehouse and inventory management database into the Navy's Microsoft 365 Flank Speed environment. The contractor must evaluate the legacy database and design an optimized SharePoint Online architecture supporting warehouse locations, personnel assignments, general gear inventory, serialized gear inventory, relational data, archival, retention, and audit capabilities. Live production data will not be provided; the contractor will use synthetic test data, while the Government's internal team will perform extraction, transformation, and loading of live data. The scope includes a Power Apps or customized SharePoint interface; Power Automate workflows for inventory assignments, check-in/check-out, returns, approvals, notifications, document generation, transaction logging, archival, and monthly Excel reporting; configuration of three SharePoint document libraries; security permissions and user groupings; architecture and migration documentation; knowledge transfer; and remote advisory support during production cutover and post-migration validation. The Government anticipates at least two formal UAT cycles. The acquisition is a firm-fixed-price, Microsoft brand-name requirement, and proposed personnel must provide acceptable Microsoft 365 certification documentation or documented equivalent technical experience, along with relevant past-performance evidence. The effort must be completed within 180 calendar days after contract award, with D.1 due within 45 days, D.2 through D.8 within 160 days, and D.9 through D.10 within 180 days. CMMC Level 1 (Self) or higher is required at award, and the Government will not provide live CUI or classified data.
