Description
The San Joaquin Regional Rail Commission seeks a contractor to operate its ACE Shuttle Program, providing vehicles, drivers, dispatch and supervisory staff, maintenance, facilities, and related support. The service connects ACE rail stations with employment centers and transit connections in Santa Clara County. The contractor must provide and maintain an accessible fleet, meet vehicle and emissions standards, coordinate shuttle service with train schedules, and support bus bridges and service changes as directed. The scope also includes safety and driver training, drug and alcohol compliance, real-time vehicle location and communications technology, and regular ridership, operational, maintenance, and compliance reporting. Proposals must include a separate technical approach and price proposal, along with the specified forms and supporting documentation. The technical proposal is limited to 50 one-sided pages, excluding resumes, required forms, and the price proposal, and must use 8.5-by-11-inch paper and at least 11-point font, subject to stated exceptions. The contract is expected to begin with a mobilization period from May 1 through June 30, 2027, followed by full service beginning July 1, 2027; the price form provides a base term and up to six one-year options. Award is based on the highest combined evaluation score, with price among the evaluation factors.
