The League of Oregon Cities is soliciting proposals on behalf of NPPGov and participating government and nonprofit agencies for a master price agreement covering short-term vehicle rental and on-demand transportation services. The scope includes passenger vehicles; trucks, cargo, and specialty vehicles; mid-term and seasonal rentals; ride and transportation network services; taxi, livery, shuttle, and charter transportation; non-emergency medical and client transportation; car-share and motor-pool programs; and related insurance, driver-safety, risk-management, and program-administration services. Proposers may respond to applicable categories and should provide catalog-wide pricing, preferably as fixed discounts from published prices, along with delivery and freight terms, service coverage, customer support, marketing, distribution, reporting, and applicable compliance information. The resulting master price agreement is anticipated to have a four-year term with a possible one-year extension and may be awarded to multiple vendors. Required response materials include the Proposer Profile Workbook, pricing schedule, current catalog pricing, references, proposal narratives, signed addenda if applicable, a final certification, the Declaration of Non-Collusion, and the Certification Regarding Debarment, Suspension, and Other Responsibility Matters.
