Description
The City of Lewiston is soliciting a contractor to perform lead hazard abatement and related Healthy Homes improvements at a residential property. The scope includes complete paint removal, encapsulation, enclosure, and whole-component removal or replacement for identified lead-based paint hazards; HEPA cleaning; dust clearance; debris disposal; notifications; permitting; and a final abatement report. Work must comply with Maine Department of Environmental Protection Chapter 424, HUD lead-safe requirements, the EPA Renovation, Repair and Painting Rule, and applicable building codes. The related improvements include replacement of interior and exterior doors, replacement and installation of standard and egress windows, flooring installation, window and door repairs, stair tread and riser replacement, and associated materials and labor. Contractors must provide qualified, licensed personnel, permits, tools, equipment, and materials; use lead-safe work practices; attend the pre-bid walkthrough; and submit the required proposal materials, pricing information, insurance documentation, and bid security. If the bid exceeds $100,000, the successful bidder must provide performance and labor-and-material payment bonds equal to the total contract price after funding award.
