Description
The Department of Veterans Affairs is conducting a Sources Sought market research notice, not a solicitation or request for proposals, to identify vendors capable of providing residential treatment services for eligible San Francisco VA Health Care System beneficiaries. The intended period of performance is five years, approximately beginning December 1, 2026. Required capabilities include residential room and board; three nutritious meals daily; laundry facilities; individualized rehabilitative and recovery services; group activities; VA coordination and referrals; case management; living-skills support; discharge planning; secure medication storage and management; clinical emergency protocols; and transportation support. The facility must maintain 24/7 emergency availability, employ appropriately licensed and credentialed personnel, comply with applicable fire, safety, accessibility, sanitation, confidentiality, medication-security, pest-control, and Joint Commission requirements, and maintain required resident records and reports. Respondents must complete the attached Sources Sought Notice, provide a capability statement, facility address, customary-practice information, subcontracting information, and estimated per-diem pricing for five annual periods. Small businesses, including Service-Disabled Veteran-Owned and Veteran-Owned businesses, are specifically sought, but no formal set-aside is stated.
