Description
Washington County Health and Human Services—Behavioral Health, Addictions Program, seeks qualified providers to deliver residential substance use disorder treatment to eligible adults age 18 and older who require 24-hour supervision, treatment, and care. Services must support stabilization, rehabilitation, and return to independent community living, with a structured environment consistent with American Society of Addiction Medicine (ASAM) Level 3.1 through 3.7 criteria. Services may include assessment, placement, service planning and documentation, continuity of care, co-occurring mental health and substance use disorder treatment, women's residential treatment, counseling, education, recreation, self-help participation, and recovery-management planning. Providers must meet applicable Oregon certification and licensing requirements, maintain Oregon Health Authority approval or licensure, enroll in the Resilience Outcomes Analysis and Data Submission (ROADS) system, provide evidence-based or promising-practice services, maintain quality-improvement processes, participate in county compliance reviews and check-in meetings, comply with 42 CFR Part 2, and submit required reports and data attestations. Additional allowable expenses may include participant supports, peer-delivered services, skills training, care coordination, and case management. The county does not guarantee equal or consistent funding among providers; contract amounts will depend on services, utilization, capacity, and negotiated budgets. Required insurance includes general liability, workers' compensation, automobile liability, professional liability, cyber-security insurance, and sexual abuse and molestation liability coverage.
