Description
Washington County is soliciting proposals from qualified individuals or firms to provide as-needed Hearing Officer services for the Housing Authority of Washington County and the Department of Housing Services. The selected contractor will conduct impartial hearings, reviews, grievances, and appeals involving applicants, participants, tenants, and residents; review case documentation and evidence; research and apply applicable laws, federal requirements, HUD regulations, and program policies; protect due-process rights and confidential information; and prepare signed written decisions generally within 10 business days after each hearing. Relevant matters may include public housing grievances and appeals, Housing Choice Voucher terminations and denials, special-purpose vouchers, rental assistance programs, reasonable-accommodation denials, civil-rights complaints, relocation disputes, and other housing or social-service program matters. Hearings will generally be conducted virtually. Proposals must describe qualifications, relevant adjudicative experience, approach to impartiality and confidentiality, fee structure, availability, decision turnaround time, conflicts of interest, and professional references, within a five-page limit. The initial contract term is two years, with renewal options up to a maximum five-year term; estimated expenditure is approximately $50,000.
