Description
Multnomah County is seeking multiple contractors to provide fundamental and enhanced commissioning services for new and existing County facilities on a requirements basis. Services may extend from design development through construction, occupancy, operations, warranty-period review, and post-occupancy monitoring, with compensation based on negotiated project-specific not-to-exceed amounts and hourly rates. The scope includes commissioning of mechanical, electrical, low-voltage, plumbing, security, access control, CCTV, fire and life-safety systems, building automation, energy-management systems, lighting controls, emergency power, photovoltaic and solar hot-water systems, and related equipment. Required activities may include design and construction-document reviews, commissioning plans and schedules, subcontractor submittal and controls-software reviews, on-site construction observations, functional testing, test-and-balance review, operations staff training, building systems manuals, warranty-period services, and final commissioning reports. Proposals must address experience and qualifications, project approaches for renovation and new-construction projects, pricing, and sustainable, corporate-social-responsibility, and equitable-business practices.
