Description
Washington County’s Department of Housing Services is seeking one project team, including an RFPQ-approved shelter operator, to operate the 60-unit non-congregate Hillsboro Bridge Shelter. The selected operator must provide 24/7 shelter supervision and security, eligibility and intake services, Community Connect assessments, housing-focused case management and navigation, referrals, support accessing benefits and critical documents, meals and snacks, hygiene supplies, laundry and other basic services, transportation for critical appointments, and language access in English and Spanish. The scope also includes property management, facility maintenance, cleanliness and daily janitorial services, utilities, minor repairs, inspections, neighbor coordination, participant safety, HMIS data reporting, staff training, and achievement of specified performance targets. The proposal is limited to eight pages, with a separate cost proposal and required electronic portal responses. The initial contract term is one year, with options to renew for up to a total of five years; the County’s stated shelter rate is $99 per unit per day, adjusted for site-specific needs.
