Description
Multnomah County's Preschool & Early Learning Division is establishing a qualified provider pool for its Preschool for All program, which serves 3- and 4-year-old children within Multnomah County. Providers must offer free, inclusive, culturally responsive preschool; accept families matched through the County's centralized application process; support priority populations; provide meals and snacks; conduct developmental screenings and child assessments; participate in data collection, coaching, professional development, family engagement, and continuous quality improvement; and meet specified staffing, wage, benefits, licensing, and program-calendar requirements. New classrooms or facilities must be ready by April 1, 2027, including required Oregon child-care licensing. The County has budgeted approximately $5,000,000 for the first year, although funding and awarded slot volumes are not guaranteed. Estimated funding is $18,233.28 per school-year/school-day slot or $26,009.47 per full-year/full-day slot. The qualification process does not itself issue contracts; qualified providers may later receive allocations through a separate process. The contract term is approximately five years with optional renewal. Responses must answer the online evaluation questions and include a completed Preschool Site Questionnaire for each proposed location; additional unsolicited files or links will not be evaluated.
