Description

The Ontario International Airport Authority is soliciting proposals for comprehensive, unarmed security services at Ontario International Airport. The contractor must provide trained, licensed, properly badged, and supervised personnel for continuous post coverage, access-point and vehicle-gate operations, terminal and loading-dock inspections, visitor vetting, aviation-worker screening support, queue and curbside traffic management, dispatching, building security, patrols, incident response, and emergency, special-event, construction, heightened-security, and short-notice assignments. Personnel may not carry weapons, detain individuals, or act as law enforcement. The contractor must provide management, supervisors, lead guards, relief and replacement staffing, uniforms, communications equipment, vehicles, training, work plans, contingency plans, reporting, quality-control procedures, and other operational resources. The prime contractor must directly provide at least 35% of security-services staffing. Proposals require a technical response, separate electronically completed cost worksheet, administrative forms, references, key-personnel information, and a work plan. The anticipated agreement is three years with two additional one-year extensions. Minimum qualifications include ten years of continuous professional security experience, at least three years of commercial-airport security experience within the past five years, and three comparable references including one commercial-airport reference.
