Description
The Toronto Transit Commission is soliciting security guard services on an as-needed basis at up to three locations at a time throughout the Greater Toronto Area, primarily at active construction sites associated with the Surface Track Rehabilitation Program. Guards will patrol sites at least three times per hour, protect TTC vehicles, equipment, tools, and other assets, monitor access and authorization slips, report incidents and discrepancies, and respond to emergencies. Services may be required on weekdays, weekends, statutory holidays, overnight shifts, and continuously during periods of assigned coverage. The contractor must provide qualified, licensed, trained, and supervised guards, communications equipment, uniforms, safety apparel, reporting, and replacement coverage as required. The contract has a three-year base term, with TTC options for up to two additional one-year periods. Pricing is based on hourly standard and holiday rates, with estimated quantities of 5,000 standard-rate hours and 250 holiday-rate hours per year; actual quantities are not guaranteed. Proposals are evaluated on corporate qualifications, team qualifications, and pricing. The solicitation requires completion of the Proposal Form and Appendices A through D, with Appendix C required only for joint ventures.
