Description
El Paso Water is soliciting proposals for a comprehensive unarmed security program covering approximately 20 water, wastewater, administrative, laboratory, education, stormwater, and remote operational facilities. The scope includes approximately 53 security officers, with anticipated growth to 60 or more, plus an account manager, account field supervisor, relief staffing, and optional as-needed coverage. Services include continuous and scheduled guard posts, access and visitor control, vehicle and foot patrols, alarm and incident response, emergency coordination, reporting, law-enforcement cooperation, staffing and training management, uniforms and equipment, vehicles for supervisory personnel, and a secure technology platform for workforce accountability, guard tours, incident reporting, notifications, inspections, GPS/geofencing, and management reporting. Offerors must hold a current Texas Class B Security Offeror License, provide Level II-registered officers, maintain local recruiting and reserve capabilities, and submit detailed qualifications, staffing, technical, management, technology, and pricing information. The contract is for one year with up to four additional one-year extensions and a possible six-month continuation.
