Description
Kinston Metropolitan District No. 1 is soliciting sealed bids for construction of the Kinston Millennium East 19th Phase 2 Utility Improvements Project. The scope generally includes minor grading, sanitary sewer, watermain and services, storm sewer, and related incidental work required for completion and acceptance by the district and the City of Loveland. The project is anticipated to begin March 1, 2027, with substantial completion by August 1, 2027. A mandatory pre-bid meeting will be held virtually through Microsoft Teams on September 30, 2026, with joining details to follow. Bidders must submit a qualification statement addressing present commitments, past performance, comparable experience, available equipment, and key personnel resumes, along with a subcontractor and supplier list. A 5% bid bond is required, successful bidders must provide performance and payment bonds, and contractors must self-perform at least 60% of the work. Award will be made to the lowest responsible and responsive bidder as determined by the district.
