Description

The City of Winchester is soliciting sealed bids for construction of water and sewer improvements on Jefferson Street and a portion of Valley Avenue. The work includes replacement and upsizing of existing watermains; a bypass watermain; water service line replacements; sanitary sewer main, manhole, and lateral replacements; stormwater inlets; fire hydrants, valves, and related appurtenances; roadway, curb, sidewalk, traffic-control, erosion-control, and restoration work. The contractor must provide all labor, equipment, materials, transportation, surveying, testing, disinfection, construction staking, as-built drawings, permitting, and disposal services required for a complete project. The project is subject to Virginia Drinking Water State Revolving Fund requirements, including Davis-Bacon prevailing wages, disadvantaged-business-enterprise good-faith efforts, American Iron and Steel certifications, and related federal compliance provisions. Work must be completed within 410 calendar days following the June 1, 2027 construction start date, with substantial completion required by July 15, 2028.
