Description
San Mateo County seeks an experienced legislative advocacy consultant or firm to support its state legislative agenda. The scope includes monitoring and analyzing legislation, budget trailer bills, regulations, and executive actions; developing the County’s legislative platform and government-relations strategy; advocating before the State Legislature, Governor’s Office, state agencies, and regulatory bodies; drafting position letters and legislative proposals; negotiating amendments; and arranging legislative and agency meetings. The contractor will also build coalitions, identify state funding and grant opportunities, support budget advocacy, provide monthly reports and session-period updates, present to the Board of Supervisors, provide requested training, and complete applicable lobbying registrations and disclosures. The agreement has a two-year term with one County option to extend for up to one additional year. Proposals must include an introduction and executive summary, qualifications, project approach, schedule, innovations, performance measures, firm and team qualifications, references, and a separate fee proposal.
