Description
The Rhode Island Council on Postsecondary Education, through the Rhode Island Office of the Postsecondary Commissioner, is seeking qualified firms to provide government relations and legislative lobbying services. The scope includes monitoring legislative, regulatory, budgetary, and governmental developments; tracking legislation and related issues; providing analysis, strategic advice, and counsel; developing and implementing governmental affairs strategies; engaging with legislative, executive, congressional, agency, and other governmental stakeholders; and communicating authorized priorities and positions. The selected firm must provide regular updates and written activity summaries, support meetings and hearings when requested, prepare testimony or briefing materials as needed, comply with applicable lobbying, ethics, registration, reporting, and disclosure requirements, and promptly disclose conflicts of interest. Proposals must include a technical narrative addressing staff qualifications, vendor capability and experience, at least three relevant client references, and a work plan, along with a detailed cost proposal for a fixed, not-to-exceed initial 12-month fee. The initial contract may be renewed for up to four additional 12-month periods, subject to vendor performance and funding availability. A Supplemental Bidder Attestation and applicable MBE, WBE, and/or Disability Business Enterprise participation forms must also be completed and submitted.
