Description
The Sacramento Municipal Utility District is seeking a lobbying firm to provide representation before the California State Senate, Assembly, Governor’s Office, and key state agencies. The contractor will research and lobby issues affecting the utility, including energy policy, municipal electric utility and Brown Act matters, municipal finance, renewable-energy and electric-vehicle incentives, public employee retirement issues, environmental regulation, alternative-fueled vehicles, climate change, and greenhouse-gas matters. The scope includes regular communication with legislative decision-makers and their staff, written communications and testimony, coordination with SMUD staff, daily issue updates, occasional briefings, and participation in the California Municipal Utilities Association and other coalitions. Proposers must have an office within five miles of the State Capitol in Sacramento. The contract is expected to run for approximately five years, subject to annual budget approval. Proposals are evaluated on qualifications, experience, responsiveness, technical approach, sustainability, SEED participation, price, and compliance with SMUD’s contract terms.
