Description
Consumers Energy Company is soliciting capacity supply proposals for MISO Local Resource Zones 1–7, with a preference for LRZ 7, covering Planning Years 2028–2029 through 2030–2031. The solicitation seeks up to 400 Zonal Resource Credits annually for each planning year, as well as offers for individual seasons. Bidders may offer firm or as-accredited Zonal Resource Credits from Network Resource Interconnection Service generation projects, or Seasonal Accredited Capacity from Energy Resource Interconnection Service generation projects that can be converted into Zonal Resource Credits using Consumers Energy’s transmission service. Offers may cover multi-year strips, individual planning years, or individual seasons. NRIS offers use fixed pricing in dollars per megawatt-day and require a minimum offer of 25 Zonal Resource Credits per planning year or season. ERIS offers require at least 100 MWac of aggregate project nameplate capacity, must include all available Seasonal Accredited Capacity from the offered projects, and use a revenue-sharing pricing model based on applicable MISO Planning Resource Auction clearing prices. Bidders must submit a notice of participation intent, sealed offers by email, and an attestation accepting Consumers Energy contract templates. Resulting transactions will use either an Edison Electric Institute Master Power Purchase and Sale Agreement or a Consumers Energy long-form contract, subject to Michigan Public Service Commission review and approval.
