Description

The City of Pasadena, through its Department of Water and Power (PWP), is soliciting proposals for one or more new, greenfield distributed-generation carbon-free energy facilities larger than 200 kW. Proposed facilities must be located within PWP's electric service territory, interconnect directly to PWP's distribution grid, and produce Portfolio Content Category 1 energy and associated renewable energy credits under California's Renewables Portfolio Standard. Eligible technologies include wind, geothermal, hydro, solar photovoltaic, solar thermal, and fuel cells using qualifying green hydrogen. Proposers must identify the commercial operation or delivery start date, with PWP primarily seeking projects operating by December 31, 2028, and must propose a delivery period; the scope states that PWP is seeking a 20-year delivery period, while also allowing alternative terms. The selected proposer will provide an all-in $/MWh price covering development, design, equipment, labor, permits, interconnection-related work on the proposer's property, metering-related costs assigned to the proposer, insurance, and other project obligations. Proposals must include a technical approach and schedule, expected annual delivered MWh, a separate term sheet and price proposal, qualifications and experience, conceptual site plan and single-line diagram, documentation demonstrating site control for the proposed term, and required city forms. A commercial general liability policy with a combined limit of at least $1,000,000 per occurrence is required, with higher limits for larger projects.
