Description
The Southwestern Power Administration is seeking one or more purchase power contracts for firm schedulable or dispatchable capacity and associated energy in quantities of at least 20 MW, up to a combined total of 200 MW. Proposals may offer continuously available or intermittent energy, provided the resources are schedulable and dispatchable, with delivery to the SPA sink and title passing to Southwestern at the delivery point. Offerors may propose an extended term beginning December 1, 2026, or January 1, 2027, and lasting up to one year, or a long term beginning on either of those dates and lasting at least one year but no more than four years. Proposals will be evaluated on availability, total delivered price, transmission arrangements and curtailment risk, reliability, legal and regulatory compliance, past performance, and financial capability. Each proposal must address the offered product, pricing, transmission and delivery, contingencies and limitations, compliance, past performance, financial capability, and authorized company contacts and signature.
