Description
The Town of Apex is seeking statements of qualifications from North Carolina-licensed engineering firms or consultant teams to develop a comprehensive stormwater master plan for an approximately 185-acre downtown residential study area. The work includes reviewing existing topography, GIS data, as-built drawings, and condition-assessment findings; conducting field investigations; documenting drainage assets; and developing hydrologic and hydraulic models for current and anticipated future conditions. The selected consultant will identify flood-prone areas and system bottlenecks, develop and prioritize a capital improvement plan, estimate project costs, evaluate infrastructure upgrades and stormwater control measures, and emphasize green stormwater infrastructure. The scope also includes public workshops, stakeholder coordination, presentations to the Town Council, and identification of state and federal grant opportunities. Services may be authorized in phases, and the Town may contract separately for portions of the work; final scope, schedule, deliverables, and compensation will be established during negotiations. The SOQ must include firm qualifications, project approach and schedule, at least three relevant projects with references, team qualifications and resumes, an organization chart, and the completed and signed Execution of Statement of Qualifications form. The SOQ may not exceed 25 pages, excluding specified items, and no professional services fee or hourly rate schedule should be included.
