Description
The Borough of West Chester is soliciting online bids for tree maintenance services throughout Borough streets, rights-of-way, and Borough-owned properties. The scope includes tree pruning and removal of hazardous branches, emergency response to hanging limbs, storm damage, and downed trees, traffic control, cleanup, debris disposal, cabling and bracing, stump grinding, air-spade work, flagging, and crew services using chipper trucks, chippers, aerial lifts, log trucks, and crane trucks. Emergency calls require 24-hour availability and on-site response within one hour of receiving a call. The contract has a one-year base term from January 1, 2027, through December 31, 2027, with potential extensions for 2028 and 2029. Bidders must provide a 10% bid security, references, qualification information, specified affidavits and certifications, and insurance documentation. The contractor must have at least five years in business, at least three years of experience specific to the work, an ISA Certified Arborist supervising all work, and no subcontractors are permitted. The bid includes unit pricing for multiple crew configurations, equipment, specialized services, and emergency response.
