Description
Montgomery County is seeking a commercial insurance broker to assess the County’s insurance and bonding needs, recommend coverage and deductibles, solicit and evaluate insurer bids, and advise on appropriate insurance programs at competitive premiums. Requested coverage areas include general, automobile, law enforcement, umbrella/excess, public officials, workers’ compensation, property, fine arts, inland marine, crime, cyber, accident, lawyers, flood, professional, fiduciary liability, builders risk, and related bonds. The selected provider will also provide ongoing risk management and loss-control services, claims advocacy, insurer negotiations, premium and policy monitoring, semiannual coverage reviews, annual policy reports, insurance certificate tracking, and advisory support for Owner-Controlled Insurance Programs associated with large capital construction projects. Proposals must address relevant public-sector brokerage experience, OCIP experience involving projects with aggregate construction value of at least $100 million within the past five years, Pennsylvania insurance licensing, qualified account personnel, insurance-market access, references, compensation and conflict-of-interest disclosures, and a transition plan. The technical proposal must exclude pricing; the cost/pricing proposal is submitted separately through the procurement portal. The contract term is three years with two mutually agreeable one-year extensions.
