Description
The Delaware Valley Regional Planning Commission, on behalf of West Whiteland Township, seeks a consultant prequalified under TCDI Category 5: Transportation and Infrastructure Planning to prepare the Exton Crossroads Streetscape and Mobility Plan. The project will create an implementation-oriented vision for a regional activity center, integrating multimodal transportation planning, land use, urban design, placemaking, wayfinding, and public-realm improvements. The scope includes project management; existing-conditions assessment and GIS mapping; inclusive public and stakeholder engagement; a multimodal mobility framework; streetscape, placemaking, gateway, wayfinding, landscape, and conceptual-design recommendations for selected priority locations; and an implementation strategy addressing capital projects, phasing, partners, funding, and policies. Deliverables include technical memoranda, engagement materials, conceptual plans and renderings, an implementation matrix and funding strategy, and a final plan with supporting maps and graphics. The technical proposal must address the project understanding, approach, schedule, staffing, and comparable work, while the separate budget proposal must use the provided template and be submitted as a PDF. All TCDI-funded work must be completed by June 30, 2028. The DBE and ESBE subcontracting goal has been removed, and no subcontracting goal applies.
