Description
The New York City Department of Transportation is seeking a qualified inspection firm to provide in-process, off-site fabrication inspection of precast and prestressed concrete, including structural bridge components, drainage structures, concrete barriers, wall panels, slab units, reinforcing steel coatings or galvanizing, and related fabrication processes at facilities in the United States and Canada. Services include reviewing fabrication procedures, inspecting materials and manufacturing processes, witnessing testing or coring, obtaining samples for designated laboratories, preparing inspection reports, identifying out-of-specification work, and recommending acceptance or rejection. The consultant must provide qualified ACI- and PCI-certified inspectors, epoxy-coating inspection capability, a professional-engineer-qualified manager with at least 12 years of relevant experience, organizational coverage across the United States and Canada, and the ability to respond to assignments within 72 hours on an as-needed basis. The prime consultant must perform at least 51% of total contract hours, and subcontracting is limited to 49% of contract work. The anticipated term is 1,095 consecutive calendar days from written notice to proceed. The procurement has a 30% Minority- and Women-Owned Business Enterprise participation goal, and proposals will be evaluated primarily on relevant experience, organizational capability, and technical approach under a quality-based selection process.
