Description

The City of Edgewater is seeking qualifications from experienced firms to provide continuing planning consultant services under an initial three-year agreement with two optional one-year extensions. Multiple firms may be selected, with work authorized through written task assignments; no minimum number of projects or total dollar value is guaranteed. Compensation information must not be included with the qualifications. The agreement becomes effective after City Council approval, execution by the required parties, and filing with the City Clerk. The scope includes economic development support; intergovernmental and agency coordination; public service and capacity studies; comprehensive plan amendments and Evaluation and Appraisal Reports; smart growth and growth management; land development regulations, design standards, zoning overlays, code amendments, Community Redevelopment Area planning, land-use and zoning compatibility analysis, transportation impact and concurrency reviews, grant assistance, and review of large-scale developments and sector plans. Addendum No. 1 expands the scope to day-to-day planning and zoning support, including development and zoning application intake and completeness review, development and rezoning application reviews, Technical Review Committee coordination, staff reports and agenda materials, public assistance, meeting and hearing support, agency coordination, and on-site or remote supplemental planning personnel. Deliverables may include editable reports, spreadsheets, PDFs, and Esri-compatible GIS data. Responses must include the required vendor forms, eligibility and licensing documentation, financial information, agreement and affidavits, E-Verify documentation, project and litigation disclosures, and evaluation-criteria narratives. Only PDF files are accepted through the procurement portal.
