Description
The North Carolina Division of Mitigation Services is soliciting proposals for full-delivery mitigation projects within the Catawba Expanded Service Area of the Catawba River Basin. The State seeks 30,000 warm stream mitigation credits and 10 riparian wetland mitigation credits; preservation credits may not exceed 50% of total credits. Proposals may cover all or part of the requested credits and may include multiple sites or options. The scope includes environmental and project screening, property acquisition or conservation easement protection, mitigation-plan development, permitting, earthwork, planting, monitoring-device installation, baseline monitoring and as-built documentation, and at least seven years of monitoring and project closeout. Proposals must include technical and cost components, accessibility-compliant documents, proposed project boundaries in ArcMap multipart polygon or geodatabase format, and georeferenced conceptual project maps. The contract has an initial ten-year term beginning upon final execution, with up to two additional one-year renewal terms. Financial assurance is required through a performance bond, letter of credit, or casualty insurance; a performance bond, if selected, must equal 55% of the total contract value and is due with the Task 3 deliverable.
