Description
The United Nations Development Programme is seeking a Papua New Guinean national consultant to support the development of practical National Payment for Ecosystem Services (PES) Guidelines. The assignment includes reviewing relevant legislation, policies, institutions, studies, and existing PES initiatives; analyzing environmental governance, customary land and resource tenure, conservation finance, and benefit-sharing arrangements; and providing national technical inputs to the guidelines. The consultant will coordinate and document stakeholder consultations involving government agencies, customary landowners and communities, private-sector organizations, civil society, academia, and development partners. Deliverables include a national stocktake and inception inputs, technical contributions to draft guidelines, a stakeholder consultation and validation report, and final technical and operationalization inputs. The engagement requires 50 working days over October 2026 through March 2027 and requires an advanced university degree, at least seven years of relevant professional experience, and at least five years of experience related to PES, ecosystem services, conservation finance, environmental economics, or sustainable natural-resource management.
