Description
Douglas County Government is seeking direct lenders for three special assessment loans totaling $30,620,000 for infrastructure improvements in the Spring Canyon, Bannock Drive, and Country Club Drive Local Improvement Districts. The financed work includes water, sanitary sewer, roadway, drainage, natural gas, and electric main improvements. Estimated project costs are $16,184,805 for Spring Canyon, $9,588,700 for Bannock, and $650,000 for Country Club. The loans will be evidenced by special assessment revenue bonds payable solely from assessments levied on benefiting properties. The proposed financing is tax-exempt and non-rated, with a 10-year duration and annual principal and interest payments beginning July 1, 2028, followed by a final payment on July 1, 2037. The County prefers one lender but may consider multiple lenders. Responses must acknowledge Addendum 1 and be submitted as one unprotected PDF through the Rocky Mountain E-Purchasing/BidNet System.
