The City of Anderson is requesting proposals from banks and financial institutions for tax-exempt lease-purchase financing not exceeding $2,500,000. The financing will cover a fire engine and related equipment estimated at $1,105,346.50, and a rescue truck and related equipment estimated at $1,244,653.50, plus costs of issuance. Bidders must provide one fixed interest rate for the full principal amount, disclose all financing costs and conditions, and include an amortization schedule based on ten approximately equal annual principal and interest payments beginning November 1, 2027, with final payment and equipment release scheduled for November 1, 2036. The proposal must address prepayment terms, acquisition or escrow account arrangements, non-appropriation and non-substitution provisions, title and lien release, and other lease conditions. The successful bidder must provide a proposed lease agreement to special counsel within three business days after award, transfer the financing proceeds by federal funds wire at closing, and execute required investment and tax-related representations. The City expects closing on or about November 12, 2026, and will evaluate proposals primarily on financing cost and other financial and contractual terms.
