Description
The Department of Veterans Affairs seeks a service-disabled veteran-owned small business to provide all labor, materials, tools, equipment, and supervision for the replacement of chapel windows in Building 99 at the Temple VA Medical Center. The scope includes field verification and measurement, removal and haul-off of existing windows, opening preparation, installation of 42 double-pane fixed vinyl windows with Colonial grids, sealing and finishing, cleanup, and removal and reinstallation of window treatments as needed. The contractor must reseal an existing stained-glass window, replace seven damaged concrete lintels with rebar, protect the chapel from outside elements during the work, avoid interruptions to Sunday church services, and comply with VA construction and infection-control requirements. Required infection-control measures include barriers, dust control, HEPA-filtered negative-air machines, daily cleaning, terminal cleaning, and approved Level 4 ICRA controls before work begins. The contractor must submit a capability statement of no more than three pages, key personnel information, up to three similar references from the last three years, applicable permits/licenses/certifications, pricing by line item, and a signed SF 1449 and required certifications. The contract includes a minimum 12-month manufacturer's warranty and a period of performance beginning December 1, 2026, and ending January 30, 2027.
