Description
The Texas Facilities Commission is soliciting qualifications for a Construction Manager-at-Risk to provide pre-construction and construction management services for a new Texas Finance Commission office building. The two-step procurement will evaluate qualifications first, then request pricing from the five or fewer highest-ranked respondents. Pre-construction services include design and constructability reviews, cost estimating, value engineering, scheduling, procurement planning, bid-package strategy, safety planning, and coordination with the owner, project management firm, architect/engineer, consultants, and stakeholders. Construction work includes demolition of an existing building and associated surface parking, construction of a new three-story office building totaling approximately 63,500 square feet, and installation of a new 230-space surface parking area. The stated Cost of Work is $38,263,728, excluding pre-construction management fees, construction management fees, and construction general conditions. The initial submission requires qualifications, a subcontracting plan, a bid bond, experience documentation, methodology, quality and safety programs, litigation history, and specified supporting materials; shortlisted firms will later submit pricing and a non-collusion affidavit.
